There is a Unix package and C-library called PROJ.4 available from the U.S. 
Geological Survey via anonymous ftp 128.128.40.24
located at /pub/PROJ.4/PROJ.4.3.2.tar.Z
there is also a DOS version in /pub/DOS-PROJ.4.2.2
