1%++++,-Subj: Recon Paper Update Date: 95-09-20 22:42:36 EDT From: martin@plato.cidss.af.mil (Joel Martin) To: chipguar@uog9.uog.edu (Chip Guard), afgwcdoas@aol.com (Charlie Holiday), mlander@uog9.uog.edu (Mark Lander), wellsf@emh.andersen.af.mil (Frank Wells) Greetings! This is the recon paper project team e-mail distribution list. I've started daily updates beginning today. All of you have version 0.1 of the paper already (the first draft). We just finshed shipping household goods yesterday, so now I'm devoting full time to the paper again for the next few weeks. I've been doing some work on the details -- expect to receive version 0.2 for your review about 24 hours after this message. I'd like to get your feedback on content and cases we've included so far. Please discuss issues in the open with all of the e-mail participants so we can resolve conflicts as a group. (If you respond to me on these I can reroute and info to all.) Welcome to Charlie Holiday who has also been watching these case studies with interest. He is a contributor of ideas (and potential co-author, if politics permits). Current issues to resolve: - Focus. -- This paper focuses on defining current recon problems (shortfalls). -- It does not try to define solutions (although it sets a foundation for future inputs in this area.) -- We attempt to focus on case studies that show current problems with recon that are validated by alternative platform data. Lander, Wells, and Martin thought that we should draw the line fairly closely on this and try to insure we have solid validation in the cases we present. We wanted to keep it as fact based as possible. -- Is this focus agreeable to all? - Case studes. -- Are there more/better cases to include? -- Are there cases we should exclude? -- Should STY Omar be included? - Cost/benefit analysis -- Will send revised chart with version 0.2 that now uses 4th power of wind as damage cost estimation factor (per the Holland quote). Suggest a thorough review of this approach when you get the revision tomorrow. - Publication -- First goal is to get a solid draft that can go through the Air Force system. -- It could then eventually be published in a variety of places, even as a JTWC technical paper. (Or AWS?) - Timelines -- Goal is to get to a solid version by 27 Sep which has most of the content the way we want it. We'll go into final touches on the draft and marry up the pictures, etc. which should leave a draft for each of us to bless (and circulate internally) by 29 Sep. -- I'll work final changes and a final draft for AWS distribution when I arrive at AWS/XOO on 23 Oct. Should be able to get it going around the staff by 15 Nov. -- Joel ===================================================================== JOEL D.
